How it is calculated

Upfront guaranty fee = guaranteed portion × fee rate. The guaranteed portion is the loan amount × SBA's guaranty percentage (typically 85% up to $150,000 and 75% above, capped at a $3.75 million guarantee). The fee rate depends on the gross loan amount — SBA-guaranteed and unguaranteed portions together — and on maturity: for maturities over 12 months in FY 2027, 2% of the guaranteed portion for loans of $150,000 or less, 3% for $150,001–$700,000, and 3.5% on the guaranteed portion up to $1,000,000 plus 3.75% on the guaranteed portion above $1,000,000 for loans of $700,001–$5,000,000. Short-term loans (12 months or less) pay 0.25%.

Fee relief in FY 2027: for loans of $700,000 or less to manufacturers (NAICS 31–33), the listed food supply-chain NAICS codes, or businesses located in a rural area, the upfront fee is 0%. SBA Express loans to veteran-owned businesses pay $0 upfront. In FY 2026 the relief was limited to manufacturers with loans of $950,000 or less. Multiple loans within 90 days are treated as one loan for the fee tier; the fee on the later loan is the combined fee minus what was paid on the first. WCP and EWCP loans use their own maturity-based schedule (0.25%–1.35%). 504 loans: upfront 0.50% and an annual service fee of 0.203% (0.204% for debt refinance without expansion), both waived for the same relief categories.

The lender's annual service fee (0.55% of the outstanding guaranteed balance in FY 2026 and FY 2027) is paid by the lender and by rule cannot be charged to the borrower; it is shown for context. What changed in the SBA guarantee fee for FY 2027?

The standard 7(a) tiers (2% / 3% / 3.5%+3.75%), the 0.25% short-term rate and the 0.55% annual service fee are unchanged from FY 2026. What changed is the fee relief: FY 2026 waived the upfront fee for manufacturers only, on loans up to $950,000; FY 2027 waives it for loans of $700,000 or less to manufacturers, food supply-chain businesses (listed NAICS codes) and businesses located in rural areas. Is the fee charged on the whole loan or the guaranteed part?

On the guaranteed portion only, but the rate tier is chosen by the gross loan amount. A $500,000 loan with a 75% guaranty pays 3% of $375,000 = $11,250, which is 2.25% of the loan.

Who pays the guarantee fee and when?

The lender pays it to SBA within 90 days of approval and may charge it to the borrower; it is normally financed into the loan. On loans of $150,000 or less the lender may retain up to 25% of the 2% fee. The annual service fee is different: the lender pays it and may not pass it to the borrower.

How does the 90-day rule work?

Two or more 7(a) loans approved for the same applicant (including affiliates) within 90 days are treated as one loan for the guaranty percentage and the fee tier. The later loan's fee equals the combined fee minus the fee paid on the first — never negative. WCP and EWCP loans are not combined with other loans for the fee.

Does a rural location qualify automatically?

For FY 2027 SBA determines rural status in E-Tran using Census Bureau data at the project address; the lender documents eligibility. This calculator applies the waiver when you select the category, so confirm eligibility with your lender before relying on a 0% fee.
